Both District Office Director positions filled with long tenured agency employees
EEOC has chosen new District Directors for the New York and Charlotte district offices. Judy Keenan was selected to be the new District Director in New York after first serving as an EEOC trail attorney, supervisory trial attorney, Director of the Newark Area office, supervisory administrative judge, supervisory ADR coordinator and acting District Director since 2001. She has held the acting District Director position since 2012. Keenan attended Eastern Michigan University as an undergraduate and received her law degree from Wayne State University Law School in Detroit. After law school, she was a partner in the law firm of Philo, Atkinson, White, Stephens, Whitaker and Keenan for nearly a decade. Immediately before joining the EEOC, Keenan served as trial attorney with Johnnie Cochran's New York firm, the Cochran Firm: Schneider, Kleinick, Weitz, Damashek, & Shoot.
Thomas Colclough has been chosen as the new District Director for the Charlotte district after working for EEOC for 30 years. Over the years, he has moved up in the agency through the investigator, supervisory and managerial ranks, achieving an appointment as Area Director for the Raleigh Area office and subsequently Deputy District Director in Charlotte. Colclough is a retired North Carolina National Guard veterans and a graduate of Saint Augustine’s College where he earned a bachelor’s in business administration. He also holds a master’s degree from University of North Carolina in Greensboro.
