16 New and Diverse Federally Funded Construction Projects Added to OFCCP's Megaproject Program

The Office of Federal Contract Compliance Programs (OFCCP) has been a pivotal force in ensuring equitable access to good jobs in the construction industry, particularly through its Mega Construction Project Program (Megaproject). This initiative, relaunched in March 2023, aims to foster equal opportunities and support diverse hiring practices on large, federally funded construction projects. As of April 25th, 2024, the program has expanded significantly, designating 16 additional projects as Megaprojects and bringing the total to 40.

The Megaproject Program: How and Why?

The Megaproject Program was initially conceived to address the challenges of equitable employment in the construction industry. To identify the 16 new Megaprojects, the OFCCP partnered with the Departments of Commerce, Energy, Interior, and Transportation, as well as the U.S. Army Corps of Engineers. Projects are chosen based on neutral criteria, including a federal funding component, a project value exceeding $35 million, and a duration of more than one year. This rigorous selection process ensures that the designated Megaprojects align with the program's goals of fostering equitable hiring practices and promoting diversity within the construction trades. Notably, this expansion marks the first inclusion of projects funded by the Department of the Interior and the U.S. Army Corps of Engineers.

The Role of OFCCP in Megaprojects

The OFCCP provides comprehensive support to contractors working on designated Megaprojects, including: 

Community Support: Leveraging relationships in local communities to assist contractors in strengthening their hiring, recruitment, and employment practices. 

Recruitment Resources: Connecting contractors with recruitment sources to ensure a diverse pool of qualified workers.

Compliance Reviews: Evaluating contractors' anti-discrimination and equal opportunity practices.

Technical Assistance: Offering guidance on fostering workplaces free from harassment and discrimination. 

These efforts are designed to ensure that the economic benefits of federally funded construction projects reach all communities, particularly those historically marginalized.
